During the United States civil war, the United States Federal Government was called the 'Union'. Hence, their banner back then is known as the union flag civil war. There were 5 border slave states and 20 independent states that were on the federal government's side. They fought against the 11 slave states from the South. The banner was created to represent the soldiers and the Union.
