The actual wording of the fourteenth amendment of the Constitution says, "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside. No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any state deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws."

The amendment was passed July 9, 1868, and overruled the Dred Scott decision by the Supreme Court in 1857. The intent of the amendment was to include the newly freed slaves and their offspring as citizens of the United States. Until that time, slaves were not even citizens of the states where they lived, and therefore, had no claim on citizenship in the United States.

The amendment also had to due with the newly passed Civil Rights Bill of 1866, which stated in part, "people born in the United States and not subject to any foreign power are entitled to be citizens, without regard to race, color, or previous condition of slavery or involuntary servitude". This law had been twice vetoed by President Andrew Johnson. Finally, the veto was overridden by a two-thirds majority in Congress and became law. However, the law was subject to court rulings. Therefore, the fourteenth amendment was proposed as a means of securing the content of the Civil Rights Bill.

The first sentence in the amendment did not produce much controversy. It announced that citizenship would be granted to one born within the boundaries of the United States. It also granted state citizenship concurrently. There was controversy, however, in the second part of the amendment. It guaranteed "due process" and "equal protection" at the state level. During the Civil War, there were contracts signed and debt incurred with states in the south whose federal government no longer existed.

This controversy caused some to think that the amendment would never pass. During the United States civil war, the United States Federal Government was called the 'Union'. Hence, their banner back then is known as the union flag civil war. 0 The Chinese Exclusion Act of 1882 and the Current Debate Over Naturally Born Citizens


The fourteenth amendment to the United States, adopted in 1868, grants citizenship to the people born inside the boundaries of this country. However, there were many instances, through the following years, that Congress passed laws impacting the provisions of that amendment. One of those laws became called the Chinese Exclusion Act, passed in 1882.

The Chinese immigrants came mostly to the west coast of the United States. Because of the gold rush in San Francisco, in 1849, the total number of immigrants from China greatly increased. There was a greater dependence on cheap labor, plus the Chinese men came here to function in various labor-intensive job capacities.

The day William Seward signed the deal to join Alaska to the United States was officially named Alaska Day and is still celebrated today. Alaska Day is on October 18th. Many streets, mountains, and even a glacier are named after Seward. Other areas named for him include a creek, a peninsula and a passage way.


Alaska has been fondly called the Land of the Midnight Sun, for the sun doesn't shine very long in the winter time. It is also referred to as the Last Frontier being so far north and having so much untouched territory still to this day. The state motto is North to the Future and was created by a Juneau newsman during the Alaska Purchase Centennial in 1967. It's meaning was to represent the state as the land of promise.


Alaska's state flag was designed by a 13 year old boy named Jon Ben Benson, in 1927. It is a star design that consists of the Big Dipper and the North Star with a dark blue background resembling the night sky.


According to
alaskan history, it was first a district, then a territory, and finally a state in 1959. Alaska is rich in natural resources such as gold and oil. Fishing, railroads, and agriculture are also important to the states economy and can be found on its state seal.

There have been fears in other countries about military adventurism. Politics and friction among nations could totally stir the world. There are different reasons why the United Nations disapprove of such acts. Intimidating other nations could lead to wars which would greatly affect economies and lives.

Countries could run different conflicts. There are interests that a country must protect for its people. The citizens too demand that the government would keep them safe. But if anything comes up and threaten such life, the nations are forced to lift their fingers and wage war as well.


The September 11, 2001 attack is one of the most remembered attacks. It was considered a terrorist attack but the United States sent troops to Iran. The men are sent to fight and capture the person who is believed to be behind it. This of course, has cost thousands of lives.


Some people may have the feel that the acts only serve to protect political interests. However, soldiers should not be forced to lay their lives simply for such interests of leaders. A warfare is condemned but may be necessary if it threatens people and the sovereignty.


Countries strive to maintain good relationships. As a way to prove it, they build coalitions that would protect their people. The foreign police that leads to warfare is discouraged for it would cause economic and social implications. The soldiers are not the only ones to lay their lives on the line.


The government will have to protect its own interest. There are countries who fight to preserve their sovereignty. Others would want to win back the territories they lost. Still there are those who are just prompted to fight the intimidation others are displaying. A strong military is important in every nation.


Each of the nations must strive for peace. The United Nations discourage
military adventurism being the supreme body that promotes good relations among countries. Leaders if nations should build good relations instead of destroying those relationships. This is the only way for countries to be at peace.

0 The Controversy Over The Immigration Law Passed in Arizona


On April 13, 2010, the state of Arizona approved an immigration regulation where the objective was to allow state law enforcement to assist some situations concerning immigration status. 0 Legislation Aimed At Eliminating Country Quotas to Apply for Green Card


Recently there has been legislation passed by the House of Representatives that is aimed at eliminating the quotas put on individual countries regarding how many green cards can be issued to people from that particular country. The system, as it stands, has a limit on the total number of green cards which can be issued in one year.

Individual countries are assigned a percentage of that final amount. Large countries, like India and China, each receive seven-percent of the final amount of green cards. Smaller countries obtain a smaller percentage of the whole.


The problem while using method is that the percentages that are assigned are not in line with the population of the countries, nor can they take into account the demand differences. Some countries, such as India, have a great number applying for green cards, and they are also a really large country. Even though they get 7% of all green cards issued, this is not nearly enough to take care of demand, therefore, the waiting list of applicants from that country can be as long as 7 years.


Smaller countries, for instance Bulgaria, get a smaller number of the complete green cards issued. However, there is also a much smaller need for green cards per capita from their country. As a result, smaller countries have waiting lists of only a few months.


The recent legislation would eliminate quotas and put all applicants into one pool. The waiting time for every applicant will generally become the average waiting time of everyone, today. Those who are from large countries will see a measurable decrease in their waiting time, and the ones from small countries will be a fairly dramatic development of their waiting time.


This legislation is favored by the larger countries and opposed by the smaller countries. There is also opposition from a group of legislatures who only want comprehensive immigration reform, and not piece-by-piece legislation. They are against laws addressing only partial issues of the immigration program.


It is the opinion of this author that the immigration issue cannot be construed to be one concern. Immigration faces many issues that must be dealt with in a legislative manner. To answer those who want one strategy to the immigration problems facing our country, it seems unlikely that one law will solve every concern.


A good starting point for change is some guidance and leadership concerning the immigration issue. The only way to make changes overall situation is to start to divide up the concerns into manageable pieces, and address each one individually.

0 Can Individual States Pass Immigration Laws?


Recently, the Supreme Court of the United States issued a ruling on the Arizona immigration law known as Arizona SB 1070 where the state of Arizona desired the ability to assist federal law enforcers on matters of immigration. The Arizona law basically reiterated federal law, and being passed at the state level, allowed state law enforcers to have jurisdiction over the matters contained in the bill.

The Supreme Court handed down a ruling 5-3 to uphold portions of the Arizona legislation, and also ruled that parts of the state law were preempted by federal law. In their ruling, Justices Scalia and Thomas expressed their position in which the legislation should have been completely supported or struck down, as a whole. Justice Scalia wrote, "Even in its international relations, the federal government must live with the inconvenient fact that it is a union of independent states, who have their own sovereign powers".


Various other states have statutes regarding immigration which could be now considered to be supported or preempted by the same measure. In North Carolina, for example, a recent bill was created banning the use of federal consular documents as legally accepted identification for immigrants. Also a senate bill was offered stating that illegal immigrants were ineligible to receive public assistance.


In Georgia, a bill that is waiting for the governor's signature contains measures similar to the Arizona law. It allows for the state to detain and penalize undocumented immigrants, and to penalize any who would transport people they knew to be in the country illegally.


Alabama is currently debating a bill that requires the names of men and women brought before the court with accusations of illegal immigration, to be posted and made public. This regulation has popular favor, but is opposed by several groups addressing civil rights, and the potential for doing harm to legitimate residents.


In South Carolina, a law was signed, similar to the Arizona legislation, that enables state law enforcers to check identification from individuals suspected of other violations. They can detain those individuals without lawful identification. The issue that is being mentioned is that the thousands of employees on the coastal area of South Carolina will be afraid to show up for work, and that the jobs that they would otherwise do will be left undone. The concern is that this is going to disrupt the summer tourist season in that state.


The Supreme Court ruling on the Arizona law has done little to help or hinder the efforts of the individual states as they try to deal with the many-faceted issue of immigration. Perhaps a stronger action by the federal government is what is ultimately needed to help solve some of these issues.

As an immediate response to the tragedy, dozens of international governments pledged their support to help the island recovery, sending volunteers and aid packages to the stricken country. As the initial pressing needs of the Haitians were dealt with, so the focus moved to rebuilding the country infrastructure.


A United Nations special envoy was deployed by the United States shortly after the incident to assess the main areas of need in the country and coordinate fund raising for the recovery of the island. The initial priorities were found to be clearing the roads, clearing dead bodies from the streets and re-establishing an effective government structure.


Despite these aims, however, the country remained a mess more than 6 months after the incident, with the vast majority of the rubble yet to be cleared. The widespread devastation and obstruction made the city difficult to navigate, and hundreds of thousands of people remained homeless.


Still today, more than 2 years after the tragedy, the island has not come close to recovering. More than 500 000 Haitians are still homeless, living in tents or under tarpaulins, and less than half of the money pledged by the US has actually been delivered for recovery.
